Achievements Designed and executed a major DFID funded management development programme for the Kenya Wildlife Services (KWS). The assignment entailed carrying out a training needs assessment, designing and conducting suitable course packages for various cadres of staff: Park Wardens, Security Officers, Research & Planning Officers, Assistant Directors and Deputy Directors (February – July 1995).
Mid-Term Evaluation Rwanda Natural Resources Management Project (RMRMP): The project was designed for five and a half years to support sustained long-term agricultural production. In its second year of implementation PPI was requested to carry out a midterm evaluation and to assess the capacity of the project to accommodate the involvement of the private sector. Of special concern for privatisation were project components addressing fish culture, lowland management, soil conservation and agroforestry. The PPI team determined project success and constraints in accomplishment of objectives and examined: relevance of project studies to policy formulation, project efforts to involve community participation in conservation and forest management practices, and efforts to address women’s roles. Designed and executed two Management Development Training (General Management and Finance) Programmes under the auspices of the DFID for the Kenya Trypanosomiasis Research Institute (KETRI) (January – March1996). Review and Preparation of a National Industrial Technology Policy and Regulatory Environment for the National Council for Science and Technology, Nairobi (NCST). Regional Cooperation Preparedness, Tanzania. Designed and facilitated the Second Lagos State Water Corporation Institutional Development Workshops for senior and middle management staff (Lagos State water Corporation – LSWC).
Training Needs for Ugandan Ministry of Finance (Treasury) were identified and a Public Finance Management Module of the Advanced Diploma in Government Accounting and management Programme II designed (Government of Uganda). Designed and Facilitated Workshops to Prepare Outline Strategy and Related Action Plans for Developing Consultancy Capacity in Mauritius and Ghana. This was preparatory phase for World Bank/UNDP/Africa Development Programme to develop consulting capacity in Africa starting with seven African countries (World Bank-AFTPS). Assisted in Design and Implementation of Custom-Made Management Development Programme for Senior Managers of the Reserve Bank of Zimbabwe. Action Research Methods were used and resulted in initiatives leading to the establishment of performance evaluation systems, review of organizational structure, establishment of career development plans, and design of Bank-wide management development program.
